The Irish Association for Emergency Medicine (IAEM) welcomes the official launch of the Human Tissue Act 2024 Opt-Out Register, a pivotal step forward in improving organ and tissue donation in Ireland. This landmark legislation introduces a “soft opt-out” system, whereby all adults in Ireland are presumed to have consented to organ and tissue donation after death unless they have explicitly registered their decision to opt out. The new system is supported by the establishment of a national Opt-Out Register, launched by the Minister for Health on 17th June 2025.
As doctors working in Emergency Medicine at the frontline of the health service, IAEM members are frequently involved in the initial care of patients who may later become organ donors. The Association believes that the introduction of the Opt-Out Register is a critical development in facilitating timely and compassionate conversations around organ donation and in ultimately saving more lives.
Prof. Adrian Murphy, Consultant in Emergency Medicine and IAEM Lead for Organ Donation commented:

The IAEM recognises the vital role that public understanding and trust will play in the success of the new system. The Association encourages all citizens to make an informed decision about organ and tissue donation and to have open discussions with their families and loved ones.
